Phase Content Minimum requirements 1. Presentation and Identification Identification of the project by the mining operator or the regional government and assessment of its feasibility. Mine or abandoned site with tourism, archaeological, or scenic value; road access; basic services; social acceptance; and a track record of environmental responsibility. 2. Promotion and sectoral coordination Market study for project promotion by mining, tourism, and cultural authorities and the regional government. Coordination among the mining concession holder, regional/local government, MINEM, MINCETUR, the Ministry of Culture, academia, and the community; definition of roles and the managing entity. 3. Technical Study Definition of project location criteria, identification of current and potential products, favorable aspects (natural, archaeological, cultural). Physical, chemical, and hydrological stability; identification of visitable components, risks, routes, safety measures, and tourism products. 4. Financing Economic evaluation, applying various modalities, such as worksfor-taxes, income tax deductions, trusts, or other mechanisms (private investments). Tax-for-works programs, tax deductions, trusts, private investment, or cooperation.
