With over six decades of operational experience, NLC India Limited (NLCIL) represents a rare institutional case where a lignite-centric enterprise has deliberately transitioned into a diversified mining and integrated energy organisation spanning lignite and coal mining, thermal power generation, renewable energy, and emerging critical minerals. Anchored by Vision 2030, NLCIL positions ESG governance, digitalisation, and land stewardship as strategic drivers of long-term value creation. This paper positions NLCIL as a representative case from a leading emerging economy, demonstrating how lignite legacy assets can be systematically transformed into sustainable socio-economic and environmental value. 2. Methodology and Case Study Framework The study adopts a qualitative case-study methodology drawing on operational records, sustainability disclosures, regulatory compliance data, and implementation outcomes across mining, power, and renewable energy operations. The analysis integrates technical, environmental, social, and governance dimensions and benchmarks observed practices against internationally recognised frameworks, including the International Council on Mining and Metals (ICMM) Mining Principles, OECD circular economy models, and global post-mining land-use transition practices. The objective is to assess effectiveness, scalability, and replicability of an ESG-integrated transition model implemented within a public sector enterprise context. 3. Operational Context: From Lignite Legacy to Diversified Mineral Portfolio NLCIL’s operational base originates in large-scale lignite mining at Neyveli (Tamil Nadu) and Barsingsar (Rajasthan), historically linked to pithead thermal power generation. Building on this legacy, the company has diversified into coal mining through allocated coal blocks, strengthening national fuel security. In parallel, NLCIL has entered the critical minerals domain, recognising their strategic importance for renewable energy systems, electric mobility, and advanced manufacturing. This diversified portfolio enables a unified ESG and mine-planning philosophy across mineral typologies, supporting organisational resilience and long-term relevance.
