The Paradox of Services and Institutional Distrust The third finding documents "energy poverty" in an energy-producing region. Despite the generation infrastructure, 18.0% of households on average cook with firewood, a figure that rises to 25.9% in El Paso. Added to this, the quality of electric service is deficient: in districts like La Loma, 83.3% of homes report power outages lasting between 8 and 12 hours, affecting local productivity. This precariousness in services has eroded trust in institutions and the industry. 36.8% of households in La Jagua de Ibirico identify state corruption as the main cause of the violation of their rights. This structural distrust (see Figure 3) is the main obstacle to governance, as the community perceives that the benefits of thermal coal mining were not distributed equitably and fears that transition plans will repeat the same pattern of exclusion.
