Its purpose is to ensure that structural risk is systematically managed within organizational decision-making processes rather than addressed only through isolated technical interventions. This approach is consistent with recognized enterprise risk management principles that promote structured identification, analysis, evaluation, and treatment of uncertainty across organizational activities (ISO 31000, 2018). Effective governance requires clearly defined roles and accountability across engineering, maintenance, operations, and project teams. Without formal ownership, structural risk may remain fragmented, limiting traceability and weakening control mechanisms. The SIM framework therefore establishes defined responsibilities, reporting structures, and escalation pathways for structural risk oversight. Integration with change management processes is a critical component. Operational intensification, equipment upgrades, or process modifications may alter structural demand and accelerate degradation. The governance model incorporates formal structural review mechanisms to assess load implications and residual capacity impacts prior to implementation. Performance visibility is strengthened through risk-informed indicators, including structural health metrics and compliance with inspection programs. In addition, structured
