PROPOSAL: CMSI-LATAM AS A REGIONAL IMPLEMENTATION AND ASSURANCE PLATFORM CMSI-LATAM is proposed as a regional implementation and assurance layer between the global CMSI standard and site-level practice. Its objective is not to rewrite CMSI, but to operationalize it in LAC through (i) regional interpretation guidance, (ii) independent assurance infrastructure, and (iii) transparency and incentive mechanisms that extend verifiable adoption beyond early movers. 4.1 Core functions Regional interpretation: Issue technical guidance clarifying evidence thresholds, participation expectations and effectiveness criteria for topics that are particularly material in LAC (Indigenous Peoples, conflict dynamics, integrity risks, security and human rights, and high informality). Accredited assurance: Accredit independent assurance bodies with regional competencies; require consistent methodologies, quality control and traceability of findings and corrective actions. Improvement-oriented transparency: Publish status and results (e.g., conforming/conditional/suspended) and time-bound improvement plans, with safeguards for legitimate security and confidentiality risks. Grievances and appeals: Operate a regional mechanism for complaints about performance and about auditor conduct/independence; use aggregated trends to update guidance and strengthen capacity. Market signals: Work with buyers, financiers and ecosystem actors so CMSI-LATAM conformance becomes a verifiable signal for responsible procurement and sustainability-linked finance. Capacity building: Provide practical tools and training for companies, contractors/suppliers, regulators and communities to reduce implementation costs and close capability gaps. 4.2 Governance and financing safeguards CMSI-LATAM would be overseen by a multi-stakeholder board (industry, downstream users/investors, civil society, rights-holders and technical experts) with explicit conflict-of-interest rules. A lean technical secretariat would manage guidance, auditor accreditation and quality control, transparency of results, and the grievance/appeals mechanism. Financing would be designed to protect independence through participant fees, accreditation/training charges, and donor support for public-interest functions (e.g., rights-holder participation and capacity building). 5.
