This involves proactively investing in dual-use infrastructure (energy, water, logistics) that benefits both operations and local communities, forging deep alliances with research centers to build a technologically advanced domestic support industry, and aligning with the highest standards of governance and sustainability. This approach anchors long-term competitiveness in an ecosystem of innovation and shared prosperity, transforming a potential source of conflict into a competitive advantage. 4.4. Action Agenda (12–24 months): From Doctrine to Execution The current U.S. and allied trajectory suggests that Latin American countries have a narrow window to position themselves as trusted nodes rather than contested extraction frontiers. A pragmatic 12–24 month path is (Figure 3): 1.​ Stand up a Mineral Intelligence function (early warning, situation reports, forward-looking analysis) integrated with energy, trade, and defense stakeholders. 2.​ Create a unified inter-ministerial governance mechanism for strategic minerals with a single decision loop for permitting, security, and industrial policy. 3.​ Prioritize 3–5 “strategic chains” (e.g., copper, lithium, nickel, rare earths/critical alloys) and negotiate bankable offtakes with transparent terms. 4.​ Define and protect critical mineral infrastructure (mines, concentrators, refineries, ports, power and water links) as nationally strategic assets. 5.​ Build a diplomatic playbook: align with Minerals Security Partnership‑type frameworks, diversify buyers, and lock in technology transfer where feasible. 6.​Accelerate human capital: create fast-track programs for regulatory capacity, ESG verification, security risk, and industrial engineering.
