CONCLUSION: FROM RESOURCE SUPPLIER TO STRATEGIC ARCHITECT The analysis of the Mineral Iceberg reveals an inescapable reality: the 21st century will be defined by a competition for materials, presenting Latin America with immense opportunity and commensurate risk. The four global transitions are generating a structural super-cycle of demand that places the region at the heart of the new geopolitical chessboard. The choice for Latin America is stark and urgent. It can remain a passive supplier of resources in a global order designed by others, perpetuating a cycle of dependency. Or, it can become an architect of its own destiny, leveraging its geological wealth to build lasting prosperity and strategic influence. This paper issues a direct call to action to the leaders assembled at the World Mining Congress—to governments, industry captains, investors, and innovators. The doctrine of Value Sovereignty is not a theoretical exercise; it is a pragmatic roadmap for action. The time has come to challenge the status quo, to build the necessary institutional capacity, and to act decisively. The window of opportunity to reshape global supply chains is open now. By embracing this doctrine, Latin America can secure its rightful place not as a supplier to the world but as a strategic partner and a leader in the new material age. The time to act is now.
