In the context of critical minerals, it clarifies whether supply is in the pipeline, how constrained development timelines may be, and where environmental or social constraints could delay scale-up (UNECE, 2020). UNRMS operates at a bird's-eye scale. It is a system-level governance model that embeds sustainability principles across the entire resource value chain. It integrates circularity, intergenerational equity, resilience, environmental stewardship, and long-term public value. Rather than classifying projects, UNRMS guides how decisions are framed and evaluated (UNECE, 2023). It shifts the focus from short-term extraction outcomes to optimized resource use across the life cycle, ensuring that mineral development supports broader food, water, energy, and industrial objectives. The interaction between the two is functional and sequential. UNFC generates structured, evidence-based project information, while UNRMS provides the governance lens through which that information is interpreted and acted upon. Together, they answer both “what is technically and economically feasible?” and “what should be prioritized to maximize sustainable value and resilience?”. SEQUENTIAL METHODOLOGICAL WORKFLOW FOR NEXUS CRITICALITY AND MIDSTREAM ASSESSMENT The Food-Water-Energy (FWE) Nexus-oriented criticality assessment and the Midstream Readiness and Value Addition Assessment (MidReVa) tool together form a sequential, methodological workflow that operationalizes integrated resource governance for critical minerals.
