56 APPROACH The intervention strategy was based on the Observatories of Territorial Transformations (OTT) model, developed by the Insuco Center for Social Innovation (ICSI). This methodological framework functions as a knowledge management platform structured in three sequential and interdependent modules: 1) Monitoring of Transformations, focused on the technical collection of primary and secondary data; 2) Social Appropriation, designed to socialize information and encourage its use by local actors; and 3) Territorial Planning, oriented towards using such evidence for the construction of future scenarios and strategic roadmaps. The application of this sequence seeks to transcend technical diagnosis to enable evidence-based decision-making processes. Module 1, established the technical baseline through a stratified probabilistic sampling design applied to 1,623 households in the municipalities of La Jagua de Ibirico, El Paso, and Becerril between November and December 2023, with a margin of error of ±2.4% (ICSI, 2024). For collection and systematization, ODK Collect mobile technology integrated into the ONA data management system was used, allowing for real-time information validation. Complementarily, the qualitative component processed information from 31 semi-structured interviews and 2 focus groups using Atlas.ti software, applying grounded theory to identify analytical categories regarding local perception of the transition. Module 2, focused on the return and social use of findings. Through an alliance with the Extractive Industries Transparency Initiative (EITI) and the Development and Peace Program of Cesar (PDPC), the "Territorial Narratives" methodology was implemented (ICSI, 2025). This process included cycles of workshops with civil society, the private sector, and public institutions to contrast technical data with local experience. The result was the identification of five priority dimensions (governance, education, sustainability, economy, and energy) that structure the shared vision of the territory's challenges, transforming statistical indicators into inputs for multistakeholder dialogue. Module 3, channeled evidence into concrete planning instruments. Specifically, the technical formulation of the Just Socioeconomic Energy Transition (JSET) Chapter was carried out, integrated within the La Loma Development Strategic Plan 2024-2056, in a co-construction process with the Local Development Promoter (PDL32) (ICSI, 2024). Using inputs from previous modules, the operational concept of Just Socioeconomic Energy Transition (JSET) was defined, establishing specific objectives and long-term investment projects. In this way, the methodology completed the cycle, moving from the collection of technical data to its application in a roadmap for managing mining closure and economic diversification. RESULTS The results of the implementation of the OTT model in Cesar are presented following the logical sequence of its three modules, evidencing how the generation of technical data (Module 1)
