57 enables the construction of social agreements (Module 2) and drives the construction of territorial planning instruments (Module 3). Module 1: Characterization of economic dependence and access to services The findings of this module are derived from the study "Just Energy Transition: A look at territorial transformations" (ICSI, 2024), which established a socioeconomic baseline through surveys of 1,623 households in the municipalities of La Jagua de Ibirico, Becerril, and El Paso. From this report, we consider it important to show three dimensions that visualize the socioeconomic vulnerability of Cesar in the face of the closure of thermal coal mining. Structural Dependence and Economic Fragility The first finding is the hypersensitivity of the local economic fabric to fluctuations in extractive activity. The data confirm that mining is not just a productive sector, but the demographic and fiscal organizer of the territory. In La Jagua de Ibirico, 94% of current revenues from Industry and Commerce depend on the mining sector, posing a scenario of fiscal inviability in the face of an unplanned closure. This dependence has configured a floating and uprooted demography. 49.5% of historical population mobility towards these municipalities was motivated exclusively by the search for job opportunities in the mines. As observed in Figure 1, in municipalities like Becerril, 32.8% of the population comes from another municipality, attracted by the coal boom. This phenomenon generates a labor mass that, faced with the cessation of operations, lacks ties to the traditional agricultural vocation, remaining exposed to immediate unemployment. Table 1.
