3. LESSONS LEARNED AND OPPORTUNITIES FOR IMPROVEMENT Applying the impact and offset assessment methodology in the Peruvian context has made it possible to identify a set of lessons that are decisive for improving the effectiveness, consistency and verifiability of environmental offset plans. These lessons derive from: (i) the progressive implementation of ecosystem-specific regulatory guides, (ii) the accumulated experience of authorities in reviewing environmental management instruments, and (iii) the evolution of international standards that have begun to be incorporated into the national framework. 4.1 LESSONS LEARNED ▪ The mitigation hierarchy is essential, but its application still shows variability. Although its use has been consolidated as the technical foundation of environmental assessment, differences persist in the interpretation and justification of significant residual impact across ecosystems and regions. These variations create inconsistencies when determining when and how to trigger an offset plan. ▪ Ecosystem offset guides have strengthened standardization, but indicators remain heterogeneous. While guidelines for high-Andean ecosystems, wetlands, relict forests, dry forest, yunga, humid forest and paramo make it possible to estimate affected ecological value using reference and additional indicators, differences among them hinder comparability and consolidation of information at the national scale. ▪ The absence of a specific guide for aquatic ecosystems creates uncertainty. The lack of clear regulatory parameters for water bodies forces SENACE and ANA to apply criteria derived from terrestrial ecosystems, leading to case-by-case reviews that increase technical and administrative uncertainty. ▪ Selection of offset areas must integrate ecological equivalence and socio-environmental feasibility. Equivalence cannot be reduced to floristic attributes: it must incorporate variables such as structure, regeneration, hydrological function, connectivity, anthropogenic pressures and land tenure. These factors directly influence the sustainability and permanence of measures. ▪ Baselines and Monitoring, Reporting and Verification (MRV) systems remain the greatest challenge. The availability and quality of environmental data remain limited in high-Andean ecosystems and wetlands. Information generated by the private sector—especially mining—represents a valuable source, but progress is needed toward institutional mechanisms that ensure standardization, openness and continuity. 154
