▪ Linking with international frameworks and experiences increases rigor. Standards such as IFC PS6, BBOP, CSBI, Nature Positive and SBTN provide methodological clarity on additionality, equivalence, traceability and verification. However, their effective application requires adapting them to the ecological and governance characteristics of the Peruvian context. ▪ High Andean ecosystems require a specialized socio-environmental approach. The ecological and social complexity of the Puna and wetlands demands a deep hydrological understanding, as well as early dialogue processes with local stakeholders, improving the relevance and feasibility of offset measures. In cases where no equivalent ecosystem is available, offset alternatives can be requested from SERNANP in coordination with the competent authority, nsuring that entry into a protected natural area (ANP) effectively contributes to conservation objectives and to the PCA commitments. 4.2 OPPORTUNITIES FOR IMPROVEMENT Based on these lessons, concrete opportunities are identified to strengthen technical consistency and transparency of the environmental offset system in Peru: ▪ Standardize indicators and report formats across ecosystems. A core set of metrics would improve comparability and structuring of information at the national level. ▪ Issue interim guidance for aquatic ecosystems. While an official guide is developed, it is advisable to establish transitional criteria to evaluate residual impact, hydrological restoration and equivalence in water bodies. ▪ Institutionalize baselines and promote sharing of non-sensitive data. Standardizing sampling methodologies and creating national repositories would strengthen analysis quality and reduce asymmetries between projects. ▪ Develop multi-criteria tools for selecting offset areas. Models that integrate ecological, social and connectivity factors would improve identification of sites with higher net-gain potential. ▪ Build a national MRV framework with adaptive-management thresholds. Defining critical indicators and associated corrective actions would increase the transparency and robustness of the system. ▪ Evaluate offset banking mechanisms. Aggregated schemes could improve the scale and ecological efficiency of interventions. ▪ Incorporate explicit connectivity and cumulative-impact analyses. Ecological corridors and landscape dynamics should be integrated into offset designs. ▪ Establish sustainable financing schemes. 155
