The measurement strategy combines leading and lagging indicators, following ICMM recommendations. Leading indicators measure the progressive development of capacities (number of people trained, workshops conducted, materials produced). Lagging indicators measure the cumulative impact of the program (reduction of information asymmetries, strengthening of trust, incorporation of community data into decision-making processes).
