2014). Unlike a conventional logical framework, TOC makes the underlying assumptions and mechanisms of change explicit. For Nuestros Saberes, the causal chain operates as follows: If a community library with access to information is implemented and linked to the public library network (R1), then the basic infrastructure for accessing knowledge is created and a sustainable institutional anchor is established. If, on this foundation, the capacities for text production and community journalism are strengthened (R2), then teachers, students, and families acquire tools to document, narrate, and communicate their realities. If training in audiovisual production is added (R3), then the community expands its communication and recording channels, generating material for cultural preservation. If the accumulated capacities are oriented toward applied social research (R4), then the community can conduct qualitative and quantitative surveys that produce verifiable primary information. If this information is channeled into situational analyses and project proposals (R5), then the community has the tools to plan its development and participate in an informed manner. IF the entire circuit operates iteratively and intergenerationally, THEN information asymmetries are reduced, trust is strengthened, and the probability of escalation of socio-environmental conflicts is decreased. 6.3 Evaluation model: criteria by stage of the sociocultural program Each program outcome requires specific evaluation criteria to measure both the process and the products generated. Table 4 presents the evaluation model aligned with the IAP2 framework, the corresponding GRI 400 indicators, and the evaluation criteria for each stage. Table 4.
