In the Andean context, the most critical dimensions are social networks (the ayni/minka reciprocity systems), livelihoods (the multilocal production system), and culture and identity (territorial attachment and ceremonial connections). Monitoring indicators derived from this framework—such as the percentage of families maintaining access to all pre-resettlement productive locations, the number of active reciprocal labour relationships, and participation in territorial governance—enable early detection of livelihood deterioration and timely corrective action throughout the operational life of the mine. 5. INTEGRATION INTO LIFE-OF-MINE PLANNING AND INTERNAL GOVERNANCE The LOM Plan constitutes the master framework for all technical, operational, and financial decisions of a mining project. It defines the extraction sequence over the life of the mine, capital investment by phase, and the production profile that underpins debt service capacity and shareholder returns. Our analysis demonstrates that resettlement and land access must be integrated into this framework from its inception, rather than appended as an afterthought. Integration operates across three engineering phases. During conceptual design, ethnographic and network data inform decisions regarding the operational footprint, enabling the evaluation of alternative configurations that minimise displacement. During Front-End Engineering Design (FEED), detailed resettlement plans are developed in parallel with engineering specifications, with social milestones incorporated as logical predecessors in the master project schedule. During execution, wellbeing monitoring data feed back into operational adjustments, with the Sustainable Wellbeing Framework providing structured indicators for tracking livelihood restoration. The financial implications are substantial. Under Project Finance structures governed by the Equator Principles, compliance with Resettlement Action Plan milestones functions as a condition precedent for debt disbursement. Delays in land release directly threaten the Debt Service Coverage Ratio, potentially triggering technical default. Equally important is the governance dimension. Currently, resettlement is typically managed by community relations teams with limited involvement from Vice Presidents of operations or engineering directors. This perpetuates the perception that social management is an additional cost disconnected from mining decisions. We advocate that social assessment outcomes and resettlement plans be elevated to the executive decision-making level, with targeted training for senior management on how multilocality and reciprocity networks generate operational risks that can be mitigated through informed design. 6. CONCLUSIONS Indigenous resettlement in Andean mining territories is not inherently conflictive. Conflict arises when static assessment methodologies fail to capture dynamic territorial complexity, producing a gap between what is assessed and what is actually displaced, and when this intelligence is not integrated in a timely and adequate manner into mine planning.
