From a feminine and perceptive perspective, the author has leveraged international platforms such as the World Mining Congress, World Coal Preparation Congress, and Global Coal Alliance to promote China's best experiences and practices to countries like India, Indonesia, and Brazil. Additionally, technical exchanges have been conducted with countries such as Australia and Poland, playing a positive role in environmental protection, reducing carbon emissions, improving coal combustion efficiency, and lowering the use of fossil energy. 2. LEARNING INTERNATIONAL ADVANCED PRACTICES IN SAFETY AND MANAGEMENT In the late twentieth and early twenty-first centuries, due to the rapid advancement of China's industrialization, relatively lagging in safety technology and equipment levels, and insufficient safety awareness and skills among workers, accidents frequently occurred in industries such as mining, commerce, and transportation. In 1999, China established the State Administration of Coal Mine Safety，and in 2002, the China Work Safety Law was promulgated. In 2004, work safety licensing system was implemented in high-risk industries such as mining, construction, and hazardous chemicals. The author participated in the systematic and comprehensive practicing from work safety experiences of Europe and the United States. By introducing concepts, technologies, standards, and management models, and adapting them through localization and innovation based on rapid industrialization, it has promoted a shift from a severe situation to a stable and significantly improved state in China's safety production. Key projects that the author organized and implemented during this period included: the UNDP’s Project to Strengthen China's Coal Mine Safety Capacity, the China-US Mine Safety Cooperation Project, the China-Australia Coal Mine Safety Demonstration Project, the ChinaEU High-Risk Industry Occupational Safety and Health Project, and the China-Japan Coal Mine Safety Technology Training Project, with the following positive achievements: 2.1 Promoting Revision and Improvement of Relevant Work Safety Policies and Regulations Exchanges and comparative studies on relevant policies and regulations were conducted with foreign countries, especially major coal-producing countries like the United States, Russia, Australia, and South Africa. This contributed to the formulation of the Coal Mine Safety Supervision Regulations and the revision of the Work Safety Law, and promoted the development of related policies such as the Measures for the Withdrawal and Use of Coal Mine Production Safety Funds and the Interim Measures for the Management of Safety Production Risk Deposit Funds for Coal Mine Enterprises.
