83 2.2 Improving Hidden Hazard Investigation and Management Introduce internationally successful safety management concepts and methods such as “Safety First”, “Pointing and Calling”, “Zero Accident”, “Safety Pledge” and the “5 WHY Method” (a method for gradually analyzing and solving practical work problems from five aspects: analyzing the current situation of the problem, negative impacts, causes, countermeasures, and goal setting and effectiveness) into China's coal mines, machinery, and chemical enterprises. Coal enterprise groups such as Yankuang Group, Kailuan Group, and Huaibei Group have fully adopted these management practices, resulting in an overall downward trend in accident rates and fatality rates. 2.3 Enhancing Emergency Response Capabilities Foreign concepts of “scientific decision-making and rescue,” experiences in building emergency response laws, systems, and mechanisms, and advanced rescue technologies and equipment were introduced domestically. International mine rescue skills competitions were organized and participated in to exchange rescue techniques and improve emergency response capabilities. 2.4 Improving Coal Mine Safety Training Standards Training materials for inspectors, rescue team members, managers, and miners from the United States and Japan were introduced, and advanced foreign training concepts & methods were adopted for training instructors. 3. LOW-CARBON AND DIGITAL DEVELOPMENT OF CHINA'S MINING INDUSTRY Low-carbon and digital transformation of mining industry is a profound change in response to global sustainable development requirements.
